Italy sets payment traceability rules for online gaming accounts
Italy's nine-year remote gaming concessions were awarded in September 2025. ADM has now set rules on how concessionaires move money on gaming accounts.
On 22 October 2026 the Customs and Monopolies Agency (ADM) set rules on payment traceability for gaming accounts. Concessionaires may debit and credit gaming accounts only through payment instruments that keep financial flows traceable, and may not let account holders withdraw money through payments at top-up points of sale. ADM awarded the remote gaming concessions on 17 September 2025, after a tender it launched on 17 December 2024. The concessions run for nine years and cannot be renewed.
Two dates in the rules matter for concessionaires. Payment instruments already in use stay valid on a transitional basis until 31 March 2027, the deadline for the report ADM requires from them. The determination is the agency's own published decision; the primary sources are linked in the sources list.
